 China's National AI Strategy: Progress and Future Directions


As part of its efforts to lead the world, China has turned its attention to dominating the artificial intelligence (AI) sector. Tailored to catapult China into becoming a global AI powerhouse, the National AI Strategy envisions the development of AI technologies foundational to economic powerhouses across the globe. In this regard, how is the country planning to integrate itself into the growing mechanisms of AI technologies? What are the objectives that inform China’s plans? The expectation is that, before 2030, China will become the leading country in AI in the world. In order for this to take place, China has come up with some specific goals that will assist in developing AI in China.

5. China is trying to achieve technological dominance by integrating AI into the defense and security systems.

1. AI in Day-To-Day Activities


China has integrated AI in day-to-day activities like social media and gaming. With the help of AliCloud, the Chinese tech individual Alibaba even took it a step further by introducing AI in retail and logistics making the operations much easier. Tencent also did the same by incorporating AI in their gaming and social media platforms making user experience and interaction better.


Self driven facial recognition technology is yet another area where China has advanced significantly. Many companies in China including SenseTime and Megvii have advanced technology of facial recognition systems geared towards public safety and payment of services and created world class systems which are adopted universally in China.


2. AI in Healthcare  


AI is now at the forefront of almost every important sector, but it is having a prominent impact in the healthcare industry. AI diagnostic tools can now detect diseases ranging from lung cancer to eye diseases, and have remarkable accuracy. An example of this is Ping An Good Doctor, an AI healthcare platform which uses machine learning to automate consultations which has proven useful in solving the shortage of doctors.

While significant progress has been made in implementing China’s National AI Strategy, there are still a number of issues that need to be solved in order to keep the framework moving forward:

The development of China’s AI Strategy will require growing systems infrastructure which means an ever-increasing amount of data to be consumed, or “fueled.”  With the increasing dependence on big data comes critical issues like data privacy and security. Nevertheless, China’s efforts in developing international AI partnerships are on the rise, especially with countries in the Global South.

The use of AI in surveillance and monitoring poses ethical challenges related to privacy and state power. The use of AI for public surveillance in China, such as through facial recognition, raises questions about human rights and civil liberties. Mitigating the need for security versus respecting the privacy of individuals will remain a challenge for China as it advances AI technologies.  


China’s AI Strategy: The Road Ahead  


Progressing forward, there are some key areas that will have the most impact on the development of AI Strategy in China:  


1. The Expanding Role of AI in Business Process: Every industry will AI, which will facilitate automation and increase efficiency. China’s already prominent manufacturing industry will likely integrate AI technologies for production optimization, quality control, and predictive maintenance.


2. Expanding AI Technology Research China's investment on applied AI research is to heighten competition globally, and so they are likely to invest more on fundamental AI research. The government has already initiated several programs to subsidize AI-startups, as well as to fund universities, which in turn fuels innovation within the sector.  


3. Technical and Policy AI Governance Leadership China seeks not just to spearhead AI technology developments, but aspire to be the global metric for AI governance policies which encompasses but not limited to AI ethics, data privacy laws as well as multilateral engagements, so as ensure a dominant position in spearheading AI advancements worldwide.
